Think about it. Is the owner supposed to fill the spa with water risking her children’s life whilst waiting for a builder to put up the safety fence? Building Commission inspector implies that!  Duh!

Owner paid the builder to put up a fence and didn’t get it. Building Commission sided with the builder against the law of logic. Shame on you!

The correct procedure is to have spa safety fence inspected and approved by the relevant building surveyor before filling spa with water!
