Building Commission condones defective building work, degrades our building standards

People come to me when they have wasted their time with Building Commission getting nowhere. Check out this:

So, it’s OK to do defective work because Building Commission will condone it. Why?

Because it’s too hard to fix it, or perhaps too inconvenient for the builder to make the effort.

The real reason is that Building Commission is incompetent and does not uphold the law it is supposed to help administer: Domestic Contracts Building Act 1995

The objects of this Act are—

(a) to provide for the maintenance of proper standards in the carrying out of domestic building work in a way that is fair to both builders and building owners

How is the above recommendation consistent with the maintenance of proper standards or with natural justice? How can this be fair to the owner? Builder gets paid to do a good job and warrants to do it with skill and care.
